JAKARTA – Kementerian Perdagangan (Kemendag) menegaskan, pengetatan kebijakan barang impor hanya terbatas untuk barang jadi atau barang konsumsi. Itu artinya, pembatasan tersebut tidak berlaku untuk bahan baku, bahan penolong, dan sebagainya. Hal tersebut disampaikan Direktur Perdagangan Melalui Sistem Elektronik dan Perdagangan Jasa Kemendag Rifan Ardianto untuk merespons kekhawatiran pengusaha terhadap rencana pengetatan kebijakan barang impor.
“Permendag No.31/2023 kan sudah jelas bahwa yang dibatasi adalah barang jadi, artinya tidak termasuk bahan penolong dan sebagainya. Jadi udah ada spesifik di situ. Jadi yang kita batasi adalah barang jadi yang dikonsumsi langsung oleh konsumen,” kata Rifan usai menggelar konferensi pers di Kantor Kementerian Keuangan, Kamis (12/10/2023).
Dalam Pasal 19 ayat 1 beleid tersebut, diatur bahwa Penyelenggaraan Perdagangan Melalui Sistem Elektronik (PPMSE) yang melakukan kegiatan PMSE yang bersifat lintas negara atau cross border wajib menerapkan harga barang minimum pada sistem elektroniknya untuk pedagang yang menjual langsung barang jadi asal luar negeri ke Indonesia. Harga barang minimum ditetapkan sebesar freight on board (FOB) US$100 per unit.
“Yang pasti kita melihat bahwa yang dibatasi adalah barang jadi yang langsung dikonsumsi oleh masyarakat,” tegasnya. Asosiasi Pengusaha Indonesia (Apindo) sebelumnya meminta pemerintah untuk melihat kesiapan industri dalam negeri, sebelum menerapkan pengetatan kebijakan barang impor

Dia khawatir, kebijakan tersebut dapat berpengaruh terhadap produksi dalam negeri. “Itu berarti kalau itu pengetatan, itu akan pengaruh pada produksi. Jadi kita mesti berhati-hati dalam unsur pengetatan,” kata Shinta, Rabu (11/10/2023).
Pengetatan tersebut juga dikhawatirkan dapat berdampak terhadap ekspor Indonesia. Padahal selama ini pemerintah terus mendorong percepatan ekspor dalam negeri. Dia juga meminta pemerintah untuk melihat kesiapan dari industri Tanah Air. Misalnya apakah produk-produk konsumsi yang diproduksi lokal dapat mencukupi kebutuhan pasar dalam negeri, dan sebagainya. Jangan sampai, kebijakan ini justru mengganggu kompetitifnes dan daya saing produk-produk Indonesia.
