JAKARTA – Kementerian Sosial (Kemensos) menegaskan pihaknya sudah tidak lagi memberikan bantuan barang melalui E-Warong untuk program Bantuan Pangan Non Tunai. Hal itu sudah tidak berlaku sejak Januari 2021 lalu.
Sebagai gantinya, Kemensos hanya menyalurkan bantuan langsung tunai dengan cara mentransfer ke rekening Keluarga Penerima Manfaat (KPM) melalui bank Himpunan Bank Milik Negara atau Himbara.
Maka dari itu, jika ada bantuan berupa barang namun mengatasnamakan dari Kemensos, maka sudah pasti bukan dari kementerian.
“Kemensos sudah tidak lagi menyalurkan bantuan sembako dalam bentuk barang, sejak Januari 2021. Jadi kalau saat ini ada penyaluran bansos dalam bentuk barang atau sembako, itu jelas bukan dari Kemensos,” kata Sekretaris Jendral Kemensos Robben Rico.
Kebijakan ini diambil berdasarkan Peraturan Presiden Nomor 63 tahun 2017 tentang Penyaluran Bantuan Sosial Secara Non Tunai. Disebutkan pada Pasal 5 ayat (1) terkait mekanisme penyaluran dapat dilakukan dengan cara (d) penarikan uang dan/atau pembelian barang/jasa menggunakan dana dari rekening Penerima Bantuan Sosial.
Selain itu, Kemensos hanya memberlakukan pemberian bantuan melalui BLT berdasarkan Surat Rekomendasi dari Komisi VIII DPR RI, karena penyimpangan bantuan masih banyak ditemukan di lapangan.
Maka dari itu, pemerintah dan Komisi VIII DPR menyepakati penyaluran bansos selanjutnya dilakukan dalam bentuk uang tunai melalui Bank Himbara, dan dapat ditarik lewat ATM rekening masing-masing Keluarga Penerima Manfaat (KPM).
Kemensos menilai penyaluran bantuan lewat transfer bank bisa lebih memudahkan masyarakat karena mereka bisa langsung memanfaatkan untuk berbelanja kebutuhan.
Selain itu, masyarakat juga tidak akan kesulitan mencari e-warong sebagai agen penyedia bahan pokok.
“Pada intinya, bantuan secara tunai, membuat masyarakat lebih cepat menerima dana, dan lebih cepat juga untuk mendapatkan kebutuhan pokok sehari-hari,” ungkap Robben.
Bantuan sosial seperti BPNT dan Program Keluarga Harapan (PKH) merupakan salah satu strategi Kemensos dalam menangani kemiskinan.
Penyaluran bansos diharapkan bisa meringankan pengeluaran keluarga miskin dalam memenuhi kebutuhan sandang, pangan, papan.
“Di sini pemerintah mengurangi beban ekonomi melalui keberpihakan penerapan kebijakan subsidi secara proporsional dan dengan bantuan sosial yang mencakup kebutuhan pokok dan kesehatan serta pendidikan,” imbuh Robben.
Untuk meningkatkan pendapatan, kemensos menghubungkan penerima manfaat dengan dunia kerja, serta melalui peningkatan kewirausahaan sosial.
