Gelar Seminar Nasional di Medan
Medan, 4 September 2023. Otoritas Jasa Keuangan (OJK) menyatakan kesiapannya untuk mulai mengawasi proses perdagangan karbon melalui Bursa Karbon yang direncanakan dimulai pada September ini.
Demikian disampaikan Kepala Eksekutif Pengawas Inovasi Teknologi Sektor Keuangan, Aset Keuangan Digital dan Aset Kripto OJK Hasan Fawzi dalam seminar nasional bertema “Pengurangan Emisi Gas Rumah Kaca dan Peluang Perdagangan Bursa Karbon di Indonesia” di Medan, Senin.
“OJK telah menerbitkan POJK No.14/2023 tentang Perdagangan Karbon Melalui Bursa Karbon sebagai aturan pendukung dalam penyelenggaraan perdagangan karbon melalui Bursa Karbon. Dalam prosesnya, POJK tersebut telah mendapat persetujuan dalam rapat konsultasi bersama Komisi XI DPR RI beberapa waktu yang lalu. Perkembangan tersebut, tentunya meningkatkan optimisme kita untuk mencapai target penyelenggaraan perdana unit karbon di Bursa Karbon pada akhir September,” kata Hasan.
Dengan berlakunya POJK No. 14/D.04/2023 Perdagangan Karbon di Bursa Karbon, diharapkan dapat meminimalisir multitafsir atas ketentuan perundang-undangan dan kemungkinan pelanggaran atas ketentuan. Hal ini sangat diperlukan untuk mewujudkan tujuan perdagangan karbon di Indonesia, yaitu memberikan nilai ekonomi atas unit karbon yang dihasilkan ataupun atas setiap upaya pengurangan emisi karbon.
Menurutnya, untuk mendorong suksesnya penyelenggaraan perdana unit karbon di Bursa Karbon, telah terdapat 99 Pembangkit Listrik Tenaga Uap (PLTU) berbasis batu bara, yang berpotensi ikut perdagangan karbon tahun ini. Jumlah ini setara dengan 86 persen dari total PLTU Batu Bara yang beroperasi di Indonesia.
Selain dari subsektor pembangkit listrik, perdagangan karbon di Indonesia juga akan diramaikan oleh sektor lain yang akan bertransaksi di bursa karbon seperti sektor Kehutanan, Perkebunan, Migas, Industri Umum, dan lain sebagainya.
Gubernur Sumatera Utara yang diwakili Asisten Perekonomian dan Pembangunan Sekretariat Daerah Provinsi Sumatera Utara Agus Tripriyono dalam seminar dimaksud menyampaikan apresiasi, dukungan, harapannya terhadap penyelenggaraan kegiatan seminar tersebut.
“Isu pembangunan berkelanjutan lingkungan hidup ini menjadi agenda yang sangat penting bagi masyarakat internasional nasional dan daerah khususnya di Provinsi Sumatera Utara dalam penyusunan program dan kebijakan di bidang lingkungan hidup karena tanpa intervensi, fenomena triple planetary crisis akan menyebabkan penurunan daya dukung dan daya tampung lingkungan yang dibutuhkan sebagai penopang kehidupan dan pertumbuhan ekonomi,” kata Agus.
Seminar nasional ini merupakan sinergi dan kolaborasi OJK bersama beberapa Kementerian dan Lembaga terkait yang ditujukan untuk meningkatkan pemahaman pemangku kepentingan dalam hal penyelenggaraan Bursa Karbon secara komprehensif. Kegiatan seminar dimaksud telah dilaksanakan di Surabaya dan Balikpapan serta selanjutnya akan dilaksanakan di Jambi.
Diharapkan dengan adanya seminar di kota besar seluruh Indonesia dapat membantu masyarakat umm dan pemangku kepentingan dapat memahami peranan dari setiap lembaga yang terlibat dalam ekosistem perdagangan karbon, termasuk peranan regulator, pengembang proyek, konsultan, lembaga akreditasi, lembaga validasi/verifikasi, akademisi, dan juga pihak lainnya sehingga bursa karbon Indonesia dapat menjadi bursa karbon yang terpercaya, terbesar dan berkontribusi bukan hanya untuk kepentingan nasional tetapi juga kontribusi terhadap program pengurangan emisi GRK secara global.
