Wakil Menteri Perdagangan Jerry Sambuaga menyebutkan, negaraanggota ASEAN perlu menekankan bahwa semua negara harus dapat berpartisipasi dan memanfaatkan sepenuhnya perdagangan digital. Untuk itu, diperlukan upaya bersama untuksemakin menutup kesenjangan digital di ASEAN. Demikian disampaikan Wamendag Jerry dalamsambutannya pada Seminar Web Road to ASEAN Summit 2023 pada hari ini, Senin (4/9).
“Potensi digital ASEAN dan Indonesia sangat besar. Hal ini didukung beberapa perjanjian kerja
sama di bidang ekonomi digital yang telah dilaksanakan sejak awal 2000-an. Digitalisasi adalah
isu strategis. Namun, saat ini masih terdapat kesenjangan kesiapan digital yang cukup besar di
berbagai aspek di Indonesia. Hal ini sangat krusial mengingat perdagangan digital sangat
signifikan untuk membina dan memperbesar akses partisipasi UMKM di pasar,“ terang Wamendag
Jerry.
Seminar web tersebut merupakan wujud kolaborasi Badan Kebijakan Perdagangan Kementerian
Perdagangan dan mitra kerja sama, yaitu The Economic Research Institute for ASEAN and East Asia
(ERIA), dan International Trade Analysis and Policy Studies Fakultas Ekonomi dan Manajemen
Institut Pertanian Bogor (ITAPS FEM-IPB). Seminar web tersebut menjadi salah satu forum untuk
menggaungkan kembali prioritas keketuaan Indonesia dalam menyambut KTT ASEAN ke-43.
Adapun tema yang diangkat adalah “Indonesia’s ASEAN Chairmanship 2023: Promoting ASEAN
Relevance in Global Market.”
Dalam kesempatan tersebut, Wamendag Jerry juga menuturkan isu penting lainnya, yaitu
kebijakan dekarbonisasi dan ekonomi hijau yang banyak diterapkan di sebagian besar negara.
Prioritas utama kawasan ini adalah transisi menuju ekonomi hijau yang melibatkan pergerakan
menuju jalur dekarbonisasi ASEAN.
“Dekarbonisasi dapat mendukung kemajuan kolektif dalam mencapai Tujuan Pembangunan
Berkelanjutan (Sustainable Deveopment Goals/SDGs) karena enam di antaranya berkaitan erat
dengan ekonomi hijau,“ ujar Wamendag Jerry.
Lebih lanjut, Keketuaan Indonesia di ASEAN 2023 telah menetapkan tiga pilar penting, yaitu
pemulihan dan pembangunan kembali, ekonomi digital, dan keberlanjutan dengan tema “ASEAN
Matters: Epicentrum of Growth”. Melalui seminar ini, diharapkan adanya rekomendasi kepada
Pemerintah Indonesia untuk mewujudkan perekonomian dan perdagangan yang lebih baik melalui
Keketuaan Indonesia di ASEAN 2023. Hal ini diyakini akan mendukung pemulihan pasca-pandemi
dan mendorong regionalisme yang kuat di ASEAN.
Sejalan dengan Wamendag Jerry, Lead Advisor for Southeast Asia Region di ERIA Lili Yan Ing dalam
sambutan seminar juga menegaskan bahwa dalam dua dekade ke depan, kunci dari sumber
pertumbuhan di ASEAN adalah perdagangan digital.
“Pada 2030, perdagangan digital akan mencapai USD 10 triliun yang sepuluh persennya berasal
dari ASEAN. Ini dimungkinkan karena ASEAN memiliki populasi muda yang digital-savvy; 460 juta
atau 80 persen populasi ASEAN adalah pengguna internet. Hal ini membuat ASEAN menjadi pasar
potensial pada dunia digital,” jelas Lili.
Seminar Web Road to ASEAN Summit 2023 menghadirkan narasumber Direktur Eksekutif Centre
for Strategic and International Studies (CSIS) Yose Rizal Damuri yang memaparkan tentang
Advancing Regional Cooperation for Growth, Stability, and Resilience. Berikutnya Chief Economist
ERIA Fukunari Kimura yang menjelaskan Digital Economy for Development in ASEAN, serta
Wamendag periode 2011-2014 sekaligus Kepala IPB SDGs Network periode 2019—2021 Bayu
Krisnamurthi dengan paparan tentang ASEAN, Trade, and SDGs. Bertindak sebagai moderator
adalah Dekan Fakultas Ekonomi dan Manajemen IPB Irfan Syauqi Beik.
Seminar web dihadiri sekitar 200 orang peserta yang berasal dari kementerian/lembaga terkait,
lembaga wadah pemikir (think tank), akademisi, pelaku usaha, dan media massa.
