Audiensi dengan AB3O, Mendag Zulkifli Hasan Dukung Kemandirian Bahan Baku Obat Indonesia

Jakarta, September 2023 – Menteri Perdagangan Zulkifli Hasan menegaskan dukungannya agar Indonesia dapat mandiri dalam pemenuhan kebutuhan bahan baku obat dan biofarmasi. Kemandirian ini akan mendorong ketahanan industri kesehatan Indonesia sehingga tidak tergantung impor dari negara lain. Penegasan ini mengemuka saat Mendag Zulkifli Hasan menerima kunjungan Asosiasi Biofarmasi dan Bahan Baku Obat (AB30) di Kantor Kemendag, Jakarta pada Jumat, (22/9). Pada pertemuan ini, perwakilan AB3O dipimpin FX Sudirman. Turut mendampingi Mendag Zulkifli Hasan yaitu Direktur Jenderal Perdagangan Luar Negeri Budi Santoso. “Kemendag mendukung program kerja AB3O yang berfokus pada pada kemandirian pembuatan bahan baku obat untuk kemajuan kesehatan Indonesia,” tegas Mendag Zulkifli Hasan. Mendag Zulkifli Hasan mengapresiasi AB3O yang telah berupaya mengembangkan kemandirian bahan baku obat dan biofarmasi Indonesia. Saat ini, AB30 sedang melakukan penjajakan kerja sama dengan industri vaksin di India untuk pengembangan biofarmasi dan bahan obat di Indonesia. “Kemendag mendukung penuh dalam pengembangan industri biofarmasi dan bahan obat di Indonesia. Terkait hal ini, Kemendag akan berkoordinasi dengan lembaga terkait untuk memfasilitasi rencana tersebut,” kata Mendag Zulkifli Hasan. Saat ini, terdapat beberapa bahan baku obat yang termasuk dalam kategori jenis barang yang dibatasi importasinya dalam Peraturan Menteri Perdagangan Nomor 20 Tahun 2021 Jo. Peraturan Menteri Perdagangan Nomor 25 Tahun 2022 Tentang Kebijakan dan Pengaturan Impor. Bahan baku obat dimaksud masuk dalam kategori Bahan Berbahaya (B2), yang diimpor untuk Industri farmasi, industri obat tradisional, industri kosmetik, serta industri pangan olahan dan bahan tambahan pangan. Impor terhadap barang yang dibatasi impornya tersebut hanya dapat dilakukan oleh Importir yang memiliki Nomor Induk Berusaha (NIB) yang berlaku juga sebagai Angka Pengenal Impor (API) dan Perizinan Berusaha dari Kementerian Perdagangan. Sementara bahan baku obat dan obat-obatan yang tidak diatur dalam Peraturan Menteri Perdagangan Nomor 20 Tahun 2021 Jo. Peraturan Menteri Perdagangan Nomor 25 Tahun 2022 Tentang Kebijakan dan Pengaturan Impor, importir dapat mengimpor tanpa perizinan berusaha yang diterbitkan oleh Kemendag. Namun, Importir tetap diwajibkan untuk memiliki NIB yang berlaku juga sebagai API
