Ketua Satgas Pencegahan dan Penanganan Kekerasan Seksual (PPKS) Universitas Padjadjaran, Antik Bintari menjelaskan, tingginya tingkat kekerasan seksual di perguruan tinggi menuntut respons strategis.
Penerbitan Peraturan Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi Nomor 30 Tahun 2021 yang memerintahkan pembentukan Satuan Tugas Pencegahan dan Penanganan Kekerasan Seksual (Satgas PPKS) di setiap perguruan tinggi adalah langkah penting.
“Satgas PPKS sebagai garda terdepan dalam mewujudkan kampus bebas kekerasan dan sangat penting dalam penanganan korban, perlindungan, dan pemulihan. Sinergi antara Satgas PPKS dan berbagai pihak terkait adalah kunci untuk mengatasi tantangan dalam menangani kasus kekerasan seksual di perguruan tinggi,” kata Antik dalam Dialog Interaktif “Mewujudkan Ruang Intelektual yang Bebas Kekerasan Seksual” dalam keterangannya, Jumat (6/10)

Ia mengatakan, langkah-langkah progresif dalam pencegahan dan penanganan kekerasan seksual di kampus semakin kuat dengan implementasi Undang-Undang Nomor 12 Tahun 2022 tentang Tindak Pidana Kekerasan Seksual (UU TPKS) yang bertujuan memberikan keadilan dan melindungi korban.
Deputi Bidang Perlindungan Hak Perempuan, KemenPPPA Ratna Susianawati menekankan, peran semua pihak dalam memastikan suksesnya sosialisasi dan implementasi UU TPKS serta Permendikbudristek Nomor 30 Tahun 2021.
“UU TPKS sebagai payung hukum yang komprehensif yang menjadi jawaban dalam memastikan pemenuhan hak korban kekerasan seksual. Tujuan akhir yang ingin kita capai melalui UU TPKS ini adalah memberikan kepentingan terbaik untuk korban,” kata Ratna.
Menurutnya, kolaborasi menjadi kunci utama dalam melakukan langkah-langkah preventif terkait kekerasan seksual.
Dalam dialog Ratna menegaskan, bahwa hulu hilir dalam upaya pemberantasan atau penurunan tingkat kekerasan seksual perlu dipastikan melalui kerja-kerja kolaboratif, termasuk dalam memberikan pemahaman, edukasi tentang dampak dari TPKS.
Seluruh masyarakat, termasuk komunitas perempuan dan individu, harus aktif dalam memberikan edukasi, membuka pos-pos pengaduan, mempromosikan zero tolerance terhadap kekerasan seksual, dan memberikan dukungan kepada korban untuk pulih dari trauma.
“Korban kekerasan seksual sering kali takut melaporkan atau bahkan tidak menyadari bahwa mereka telah menjadi korban. Kami harus mendengarkan dan mendukung mereka tanpa menghakimi. Dengan dukungan, korban dapat pulih dan menyadari kekuatannya,” kata Adelle Odelia Tanuri, Co-Founder Rahasia Gadis.
Dhika Himawan, sebagai Co-Founder Rahasia Gadis, menekankan, pentingnya sosialisasi edukasi, memberikan pemahaman terkait kekerasan seksual serta membuka ruang-ruang bagi korban untuk melaporkan apa yang telah dialami dengan jaminan keamanan bagi korban.
Selain itu, co founder komunitas dengan pengikut 3,3 juta follower tersebut, meminta dukungan bagi korban dan memahami kerentanan yang mereka alami.
Dengan semakin banyaknya kasus kekerasan seksual di perguruan tinggi, keterlibatan aktif seluruh masyarakat dalam melaporkan kejadian tersebut melalui call center Sahabat Perempuan dan Anak (SAPA) 129 dan WhatsApp 08-111-129-129 sangat diperlukan.
“Dengan kerja kolektif, kita dapat menciptakan ruang intelektual yang bebas dari kekerasan seksual untuk mendukung perempuan dalam pengembangan diri dan kompetensi mereka,” terangnya.
Menurut survei Direktorat Jenderal Pendidikan Tinggi, Riset, dan Teknologi tahun 2020, tercatat 27 persen dari keluhan kekerasan seksual dilaporkan berasal dari perguruan tinggi.
