Jakarta, September 2023 – Lonjakan tindak pidana korupsi dalam sektor pengadaan barang dan jasa semakin memberikan urgensi kepada Rancangan Undang-Undang Pengadaan Barang dan/atau Jasa Publik (RUU PBJ Publik) untuk segera disahkan.
Selama periode 2004 hingga 2022, Komisi Pemberantasan Korupsi (KPK) telah menangani sebanyak 1.351 kasus korupsi. Dari angka tersebut, tercatat sebanyak 277 kasus, atau sekitar 20 persen, berkaitan dengan korupsi dalam pengadaan barang dan jasa.
Oleh karena itu, Menteri Koordinator Bidang Kemaritiman dan Investasi (Menko Marves), Luhut Binsar Pandjaitan, menyampaikan apresiasinya yang mendalam terhadap progres yang telah dicapai dalam penyusunan RUU PBJ Publik, yang akan segera diajukan Pemerintah kepada Dewan Perwakilan Rakyat (DPR-RI).
Menko Luhut mengemukakan bahwa terobosan luar biasa yang diperoleh melalui upaya Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) dengan RUU ini akan menginduksi perubahan berdampak besar dalam struktur administrasi negara.
Dengan diresmikannya RUU ini, negara akan merasakan beragam manfaat signifikan, termasuk peningkatan peluang bagi Usaha Mikro, Kecil, dan Menengah (UMKM) serta perusahaan besar, dengan pula membuka peluang lapangan kerja yang lebih luas. Terpenting, RUU ini diharapkan dapat mengurangi praktik korupsi yang merugikan negara.
“Ketika RUU ini nantinya berlaku, kita akan menyaksikan berbagai inovasi yang terus bermunculan, dan yang terutama, efisiensi dan transparansi akan menjadi kenyataan. Saya yakin bahwa praktik korupsi pun akan mengalami penurunan yang signifikan, sebab seluruh proses pengadaan barang dan jasa pemerintah, baik di tingkat pusat maupun daerah, akan dilaksanakan melalui platform e-katalog yang menjunjung tinggi transparansi,” ujar Menko Luhut saat berbicara di Jakarta, Senin (18/9/2023).
Selanjutnya, Menko Luhut berharap bahwa dengan terciptanya efisiensi dan transparansi tersebut, pelaku UMKM dalam negeri akan mendapatkan kesempatan lebih besar untuk meningkatkan kualitas dan daya saing produk mereka dalam persaingan dengan produk impor.
“Dengan upaya kecil ini, saya berharap akan tercipta dua dampak signifikan yang akan memengaruhi pertumbuhan ekonomi Indonesia. Pertama, pengadaan barang dan jasa yang transparan akan membuka peluang bagi produsen lokal Indonesia, yang pada gilirannya akan menciptakan kepercayaan dan kebanggaan terhadap produk-produk buatan dalam negeri,” pungkas Menko Luhut.
