Secara nasional, dikutip dari indonesia.go.id setelah daerah Deli, Sumatera Utara meredup dalam produksi tembakau, Kabupaten Jember menjadi daerah penghasil utama tembakau cerutu yang memiliki kualitas bagus, 90 persen produksinya diekspor.
Jenis tembakau yang terkenal dari Jember adalah besuki na-oogst. Selain aromanya yang khas, jenis tembakau ini juga terkenal karena elastisnya sehingga pas untuk menjadi bungkus cerutu. Hal ini yang membuat tembakau asal Jember terkenal di pasar internasional
Melihat dari sejarah awal abad 19 Belanda menerapkan kebijakan ekonomi the system of enterprise (sistem pembangunan perusahaan atau industri) sebagai pengganti the cultivation system (sistem pengolahan bahan). Dampak dari kebijakan tersebut menyebabkan banyak berdirinya perusahaan perkebunan, salah satunya tembakau.
Pada masa awal daerah Deli Serdang lah yang memimpin pasar ekspor tembakau disusul Besuki dan Klaten. Namun seiring perkembangan perkebunan di Deli menyusut dan pada akhirnya redup bersamaan dengan pertumbuhan penduduk dan kebijakan pembangunan. Sedangkan di Klaten luas kebun tidak terlalu luas sehingga belum bisa menghasilkan banyak. Satu-satunya yang masih bertahan dari sisi volume dan nilai ekspornya adalah dari Jember.
Dikutip dari diskominfo.jemberkab.go.id tahun 2021 Bupati Jember Ir. H. Hendy Siswanto mendeklarasikan Kabupaten Jember sebagai Kota Cerutu Indonesia (JKCI). Hendry menyampaikan sudah saatnya mendeklarasikan Kabupaten Jember sebagai penghasil tembakau terbaik.
