Suatu hari, ada seorang petani tebu yang menanti sopir truk yang mengangkut tebu hasil panennya. Petani tebu ini menanti di Pabrik Gula Tjoekir Jombang.
Sejam, dua jam tiga jam dan seterusnya si sopir truk ternyata tak menampakkan batang hidungnya, sambil membawa tebu hasil tebu panenannya. Setelah dicari, ternyata si sopir ini membawa tebu hasil panen tebu petani itu ke pabrik gula lain. Padahal petani ini biasa menyetorkan tebu hasil panennya ke Pabrik Gula Tjoekir Jombang.
Setelah diusut, ternyata sopir truk menyetor ke pabrik lain karena disediakan kopi, makan dan rokok gratisan.
“Ternyata, manajemen pabrik gula lain menyediakan makanan kopi dan rokok untuk sopir truk yang menanti bongkar tebu,” cerita Nanung Indra Cahyadi, Manajer Keuangan dan Umum Pabrik Gula Tjoekir Jombang dalam sebuah kesempatan dengan reporter Ngopibareng.id.
Kata dia, meski si sopir bukan pemilik tebu, tapi ada kejadian nyata di mana sopir bisa membelot perintah petani. Mereka menyetorkan tebu ke pabrik gula lain. Alasannya, bisa macam-macam. Bisa karena suguhan makan, kopi dan rokok gratisan atau antrean bongkar muat di pabrik gula yang dituju terlalu panjang. Sopir merasa keberatan.
“Ya maklum saja. Bayaran sopir truk berdasarkan jumlah pergi-pulang (rit). Kalau antreannya terlalu lama, mereka juga akan merasa rugi karena tak bisa bolak-balik,” ujar kata pria berbadan subur ini.
Mengurusi pasokan tebu untuk pabrik gula saat musim giling agar aman ternyata tak cukup komitmen lisan dari petani untuk setor ke Pabrik Gula Tjoekir Jombang. Ada kesulitan teknis di lapangan yang juga harus dicarikan jalan keluarnya oleh manajemen Pabrik Gula Tjoekir Jombang.
Kesulitan teknis itu misalnya, petani tak punya modal untuk bayar tenaga tebang dan ongkos transpor angkut hasil panen. Atas kesulitan ini manajemen Pabrik Gula Tjoekir Jombang biasanya juga ikut turun tangan. Manajemen Pabrik Gula Tjoekir juga ikut mencarikan buruh tebang untuk panen tebu.
Padahal, mencari buruh tebang untuk panen tebu ini juga bukan perkara yang mudah. Jumlahnya sekarang terbatas. Apalagi saat musim panen tebu. Mereka biasanya akan jual mahal. Wajar karena memanen tebu memang tak mudah. Harus berani gatal-gatal karena daun tebu.
Tak hanya itu, manajemen Pabrik Gula Tjoekir juga harus berani keluar kocek duluan untuk booking buruh tebang. Tujuannya, agar mereka tak menerima job untuk majikan lain. Besaran uang booking bervariasi antara Rp 500ribu sampai Rp 1juta per orang. Tergantung permintaan mereka. Itu pun belum termasuk uang untuk membeli sabit baru. Mereka biasanya mereka minta Rp200 ribu untuk beli sabit baru.
“Namun di akhir pekerjaan, para buruh tebang ini tak mau bayarannya dipotong. Padahal mereka sudah menerima uang persekot di awal,” kata Nanung sambil sambil tertawa.
Sedangkan uangnya, manajemen Pabrik Gula Tjoekir Jombang membantu dengan membuatkan surat rekomendasi bank. Pemerintah saat ini memang memberikan kemudahan petani tebu untuk mengakses Kredit Usaha Rakyat (KUR). Pinjaman dari KUR ini digunakan petani tebu untuk modal awal bayar buruh tebang dan ongkos angkut tebu ke pabrik gula.
Dalam surat rekomendasi ini menerangkan jika petani A memang menjual panen tebunya ke Pabrik Gula Tjoekir Jombang. Nantinya, uang hasil panen petani akan dipotong untuk membayar pinjamannya di bank ini.
Abdul Aziz Purmali, General Manager Pabrik Gula Tjoekir Jombang menyebut hal-hal teknis semacam ini yang memang harus bisa diatasi manajemen pabrik gula, jika ingin pasokan tebunya lancar. Kata dia, seorang general manager seperti dirinya memang harus mempunyai soft skill komunikasi dengan para petani. Tak hanya komunikasi, tapi juga kemauan untuk mendengarkan kesulitan yang dialami petani tebu.
“Meski punya pabrik gula dengan kapasitas besar dan modern, tapi kalau general managernya tak mau mendengarkan kesulitan petani, baperan, gampang emosi ya sudah habis. Pabrik tak akan dapat pasokan tebu dari petani,” kata pria alumni Teknik Kimia Institut Teknologi Sepuluh Nopember ini.
Pasokan tebu dari petani untuk sebuah pabrik gula memang sangat vital. Pasalnya saat ini antara supply tebu dari petani dengan demand pabrik gula belum imbang. Suplai tebu dari petani menjadi rebutan pabrik-pabrik gula lain.
Apalagi untuk pabrik gula seperti Tjoekir ini. Tak jauh pabrik ini juga ada pabrik gula lain yang masih satu saudara dan pabrik gula milik swasta. Manajemen harus pandai-pandai memastikan pasokan aman saat musim giling tiba jika tak ingin terjadi idlle capacity alias mesin menganggur. Buntutnya pasti akan terjadi kerugian.
